It's a Bridge

This graceful bridge dates from the 1890s. It was built, so I heard, by a wealthy steel fabricator from Pittsburgh. He had a large house on the island at right and another house for his staff on the island at the left. They commuted to work across this bridge.

But you know that was just an excuse. The staff could have used boats. He was a steel fabricator and wanted to make something beautiful, which he did.
